When on, each rival takes its dynasty from its personality (the match shows in the dynasty label on each rival row). A rival's dynasty is public for the whole match. When off, rivals have no dynasty.
Mixed opponents are dealt from the seed: the personality pool is shuffled and handed out in order, so the same seed always builds the same roster.
A dynasty is chosen once at setup and stands for the whole match. With no dynasty your own seat gets no dynasty effect, but rivals still carry one while 'Rivals have dynasties' is on. For a match without any asymmetry, choose no dynasty and switch that off.
Today's seed comes from the date and follows the UTC day: everyone playing on the same day sees the same map.
A balanced map: plains, forest and mountains together; water stays on the coast as small lakes.
