Mountain
Mountains are impassable. No unit can enter, no city can be founded.
Their function in the game is not to occupy a tile but to shape the map: mountain ranges create corridors and natural walls. Plugging a corridor with a single Spearman does what three units could not do in the open — because only one unit fits on a tile, a narrow pass is a genuine plug.
A mountain tile holds nothing: resource nodes, Ruins, Bandit camp and Neutral village are only ever placed on passable tiles. Mountains are the part of the board left empty, and that is exactly their worth: not a target but a border.
