Events
Public unrest
In a small city crushed by taxes, the streets are seething. It is an unfavorable event (Mid-game events).
When it comes
Two conditions together: you must have at least one city that is not the capital and not in revolt, and the purse must hold at least 20 gold. The capital is never the target; an event does not eliminate you.
Options
- Hand out gifts from the treasury (cautious) — 20 gold goes out. This price is taken from the purse right away when the card arrives (escrow): it becomes final if you choose this option or do not answer, and is refunded if you choose the other option.
- Crush it harshly — among your cities that are not the capital and not in revolt, the one with the smallest population falls into revolt for 3 turns (ties are broken by city id order).
The revolt's rules are the same as under a capital's fall: the city produces no income, the production queue does not run, it does not repair at the start of the turn and its defense drops (Victory conditions). The Divan does not shorten this revolt; the Divan only shortens the duration of cities inherited through a capital's fall. A player who knows Law still takes a share from the revolting city's income.
