Famine

A lean season has emptied the granaries; the people want bread. It is an unfavorable event (Mid-game events).

When it comes

Two conditions together: you must have a city with a population of at least 3 and the purse must hold at least 20 gold. If the purse cannot cover the price, the card does not come.

Options

• Hand out bread from the treasury (cautious) — 20 gold goes out. This price is taken from the purse right away when the card arrives (escrow): it becomes final if you choose this option or do not answer, and is refunded if you choose the other option.
• Tighten belts — food income drops by 15%, for 4 turns. Because upkeep stays the same, if net food falls below zero a deficit arises, and until the deficit is closed a unit disbands (Economy).
